From the picture, it looks like some kind of impact chip and there is no way to undo this type of damage. That said, keeping the area polished and protected will definitly help...
Yeah, it's never fun being the bearer of bad news. And anytime I type the word bearer - I have to take a second thought about it and remember, that's how the word is spellled. LOL

There's a two terms for old single stage paint...
Those sanding scratches look deep. The fact that you were able to get such a great picture showing the dimensions of the scratches makes me think whoever did the sanding used possibly 600 or 800 grit.
The only way to remover or flatten those sanding marks will be to re-sand like you stated...
