For those headlights, I would MACHINE sand with 3" Mirka Abralon sanding discs on a 3" backing plate.

Then rotary buffer with wool pad. Follow with foam pad on DA. Seal
This approach works fast and awesome.

The trick is to use 2-3 foam interface pads between the backing plate and the sanding disc to avoid gouging the plastic.
